React Native is the best solution if you want to create a native application (+ it can be easily parallelized on Anroid/IOS/Web).
PWA - You can create a PWA as a WEB-application that can be downloaded to your phone and it will work even in offline mode. If you don't want to sweat too much, then choose this option.
