Google says to search in Settings -> Wireless networks -> More -> Tethering mode after connecting the device.
Only in this menu are "Airplane Mode", "SMS Application", "VPN" and "Mobile Networks".

Also indicate the device model, everything may differ from vendor to vendor.
For example, try these paths:
Settings -> Wireless networks -> More -> Tethering mode
