Many applications have their own settings, as far as I know on the drain, you can not set the default for all programs. I use Go Launcher instead of the standard launcher, where in the settings you can set the position of the screen, but it only applies to the shell.

I know for sure that in /system/build.prop somehow switched the tablet / mobile mode. Might be worth looking there.
