Will there be android 3.1 for these phones? I really want to play around with connecting custom usb devices, but you need to buy the phone now (the old one is broken).

Most likely not. Firstly, Android 3.2 will be released literally in July, and secondly, is this an OS for tablets, or did you mean Ice Cream Sandwich?

There will most likely be no official update. But even if they make it custom, I don’t think that it will be possible to attach USB devices (there is no USB port).
