An open English-Russian dictionary?

The project requires an English-Russian dictionary. Of course, there are a lot of them on the network, but I don’t want problems with the license. The project code will most likely be closed, moreover, the application using the dictionary will probably be sold.
From what I found, this is a huge database of dictionaries in XDXF format xdxf.revdanica.com/down/index.php
But nothing is said about licenses.
There is also the Mueller Dictionary mueller-dic.chat.ru/ is under the GNU GPL, but as far as I understand, it cannot be used in closed source applications.
Hence the questions:
0. Does anyone have experience using such dictionaries?
1. If someone has already done this, then share a link to the dictionary.
2. What types of licenses are suitable for such a project?

And you can also take a huge database of words, translate them with Google translate and get a database of dictionaries =)

Certainly. Write your application under the GPL. What is the problem?
