An interactive map for a site with the ability to edit data?

Good afternoon/evening/night!
Faced some problem: With the help of which you can implement an interactive map with the ability to edit content. For example, we have a site map, divided into sectors. When loading, each sector can be painted in a different color. Let's call this "sector state" (for example: "free", "busy") . The user can click on a "free" sector and a modal window for entering data appears. It is necessary to pass the id (or its name) of the sector to the parameters and allow the user to enter his data.
I looked towards Raphael , but did not understand how to implement the "sector state" loading.
Who will advise what? Have you come across similar solutions?

@Kaer_Morchen

You can try to build on Drupal 7 from various modules.
It is unlikely that you will find a completely ready-made solution. You will have to develop, and in this case it makes almost no difference what the CMS will be.
As an engine for working with the map, I recommend leafletjs .
