An executable file for running programs on a remote computer?

There are a number of programs and links that need to be opened when authorizing remotely, I’m tired of doing it all the time with my hands, is it possible to write a file that will open programs and links independently, sequentially (that is, every new program at a certain interval).

An important feature: there are no admin rights, you have your own cloud remotely.
