An error in the Telegram Bot code. Where is the mistake?

I can't figure out what's wrong. The console does not display the name of the bot and do not receive messages. Although everything is done according to the guide.

Does https://api.telegram.org open in a browser? If not, you (and therefore the bot) cannot access the telegram site.
