An application / service that allows you to create an android / ios app for the current site?

The topic is new to me, and therefore, perhaps inaccurate in terminology, if anything, please clarify.
In general, given: there is a site written in php + html + jquery and so on. The site can
be slightly redesigned, completed, added functionality, but rewriting everything - there are no resources (and it makes no sense) We
want to make an application for android / iOS (+ windows phone?) , which: a slightly modified site 3. accept push notifications 4. and the rest that a normal application can do. 5. download and cache resources ( css , images, etc.) As I see it: Any wrapper is taken, everything that is needed is packed in it, and then it works with the main site. Questions:
1. Is the approach correct? Or is there an easier approach?
2. Are there ready-made wrappers like this? Can I have links?
3. What else would you recommend for a similar task?

make just a mobile version of the site, cheap, cheerful and in most cases the most justified.
It is not often that users need a client, but if they do, they usually want something that is not very slow, then what you want will be wildly slowed down, and financial resources will still not be devoured weakly.
