There is no RDP server, there are VNC servers.
There are several of them, most do not really work.
Of the workers - VMLite VNC Server, can work without root (http://www.vmlite.com/vaac/).
The client is TightVNC.
There is a self-written script that, when a phone is connected via USB, starts a server on the phone, gets its actual IP, and initiates a connection from the client.
