Amazon S3 is partially blocked, where to store video files?

Amazon stored video files for video tutorials, now the video is not loaded for users.
Where can you move?
So maybe for one thing, tell me worthy alternatives to digitalocean, for some clients, ip sites got into the block. Need a VPS
or maybe not very expensive but working in Russia CDN

Cloud storage 1) Will Selectel with CDN from Akamai and Incapsula on board work?
For the price, I think that's it. There is infa that IP addresses and 2) Rostelecom fell under the RKN ban. Well, the first candidate was not spared)
Instead of VPS, there is VPC .
Good options:
VDS - 3) Xelent - also a Tier III data center with WMware virtualization.
Up
D&G storage at 4) Cloud4y - with trial period

Not mentioned:
vscale.io - clone of DO looks like their old hardware
Good news:
OVH and Hetzner started to be unbanned, there are also Vultr and Scaleway.
They are not suitable for storage, but they can be useful for distributing hot content for a low price.
And if conceptually, then you can, for example, put a streaming server in the Russian Federation and from it a tunnel to an instance in the Amazon infrastructure.
And voila - there is no need to rebuild the infrastructure, delivery is stable, although with slightly less responsiveness.
