Amazon Market, USPS Priority Mail and Multitool?

On January 17, I ordered a multitool on the Amazon Market (from the USA to Moscow). USPS is the only shipping method (paid $10 or $15 extra for Priority Mail). The seller wrote that the delivery time is from 7 to 14 days. 45 days have passed, but the Russian Post still does not know anything about the package. Tracking hung in the states:

1. Sellers threw. Where to complain?

If it hangs in the states, write to the seller with a hint of a refund. It will start to muddy the water - open a request for a refund on Ebay. 45 days there period if I'm not mistaken.

A friend sent me a parcel (tablet), though the delivery was USPS Express (should come even faster than yours). Starting from 14 days, I called the post office once a week, they denied the receipt of the parcel to Belarus (as far as I know, basically the parcels go through Europe to our country). They informed him that the parcel had not arrived in Belarus and that the insurance would be paid.
