I can't find what is the reason. Some AMIs (instance) on Ubuntu can stop and start, and some can only terminate. I can't understand why.
How to teach an existing off-the-shelf AMI (eg ami-294aa340) to stop and start?

EBS instances can be stopped. non-EBS only terminate.

The ability to stop a running instance is only supported by instances that were launched with an EBS-based AMI.
Most likely, the fact is that stop does the same thing as turning off the computer from the OS menu (that is, this is a procedure when all services stop, etc.) and terminate is like “stupidly turning off the power”.
That is, if the OS did not boot, did not boot, crashes, and for some other reason (for example, it is not supported), stop does not work.
