Am I violating Google's license agreement?

I have an application that uses Google Maps. According to the terms of use of this service, I can only sell the application through Google Play. Otherwise, he is obliged to pay money that is insane for the level of this application.
Fact 2
In the Google Developer Console, it became possible to give promo codes that allow you to receive the application for free.
Fact 3
I want to launch a campaign on one of the crowdfunding platforms, in which one of the perks, as a thank you for donations, should be these same promo codes.
Question
Am I violating the license agreement for using Google Maps?
That is, can this be called the sale of the application bypassing the agreement?
If yes, how to reward donors? After all, when conducting a company, for example, some kind of gadget, the source of income is usually a pre-order.

1.2 You agree that Promo Codes have no monetary value and you agree not to sell them or receive any monetary reward for them.
Interestingly, if you formally make "Thank you" or a T-shirt as a payment for a donation, and provide a promo code as a gift, will it work?
