Alternative to Skype for calling customers?

For a sales manager (cold calls within the Russian Federation, more often to landlines), some alternative to a regular phone is required.
A SIM card with a landline number and 5,000 minutes in Russia costs 2,700 rubles per month. In the same Skype, unlimited in Russia is only 5.5 euros. The difference is obvious.
But, you need to check the employee from time to time, keep track of how many calls a day and how much time is spent. The salesperson works remotely, it was very convenient to do the details from the SIM card. But what about Skype?
I'm wondering if there is any solution? You need something like Skype for cheap calls, the ability to forward an incoming call to a SIM card and remotely from anywhere to make details of outgoing calls.

As an option - set up Asterisk / (your favorite IP PBX) with an exit channel via Skype.
If there is no office / your own server room, you can deploy it on VDS / VPS
