Alternative to base64 images for email layout?

Is there an alternative for base64 images in html emails? The option to load via the server is not considered. You just need to insert the code into the body of the letter.
And how can I check the weight of the letter?

Oh my god...
There's no way to guarantee delivery of a picture in an email. And there is no other way to encode a binary object in a text protocol (yes, the SMTP protocol only accepts displayable characters!).
