All on SSD but HDD starts up

Please tell me what could be the cause of the problem. Drive "C" is 120Gb Plextor, it has all the software installed. The second disk is the HDD - it contains the entire archive. When you start, say, Adobe Illustrator, there is a delay until the HDD spins up and only then the application opens.
And this is not when you try to open a file on the HDD, but when you start the application.

There are cache storage options in Illustrator settings. Probably there is also a disk on the HDD

You would at least write the OS version.
Process Monitor-ohm, see who climbs where.
The paging file from the HDD is removed, I hope?

Few data.
Maybe you transferred the swap to drive D, or maybe Illustrator checks for the latest open files.

I am tormented by vague doubts, or maybe it's just that the HDD has a sleep mode?

Look through the resource monitor (Task Manager - Performance - Resource Monitor) on the disk tab what is being accessed and you can search further from this ...
