Algorithms for English-Russian transcription?

I am looking for algorithms or dictionaries that can be used (automatically, of course) for English-Russian transcription. Those. we give “touch my heart” at the input, we should get something like “touch my hat” at the output. Nobody faced similar?

It makes sense to "walk" through the wiki dictionary. For example: en.wiktionary.org/wiki/Moscow
there we look for "Pronunciation"
