Algorithm for creating a mail server on Windows Server 2019?

Please tell me, if you have a static ip, what steps should be taken to create a mail server?

Buy M$ Exchange
Buy a bunch of client licenses for the whole thing
And the easiest thing is to set it all up ;)

Raise a virtual machine with Linux and any mail server that you like as Hyper-v.
MS free of charge (as a role of the server) has only relay which forwards mail outside. If for some reason you do not want the devices sending mail to have direct access to the Internet, or if the devices sending mail do not know how to work with modern mail servers (SSL there, etc.)
For a fee, MS has a wonderful Exchange server, but this is a healthy combine for lifting and maintenance of which it is desirable to have separate people on the staff.
Previously, MS Exchange was still included in the SBS small business servers, but now it is not in the Essentials version :(. There is nothing there at all now - everything is in the clouds.
But in general, now all organizations have moved from their mailers to external ones. In the Russian Federation, Yandex mail for the domain / connection burns, almost all the functionality of the corp mailers and for free.
