Advise local caching proxy server (win7)

There is a problem - not very fast Internet. That is, it is quite difficult to use it comfortably and listen to music or watch videos at the same time. Since the music is often repetitive, it would be cool to cache it.

In particular the decision under win7 interests. Google recommends HandyCache, but it refused to cope with its function for me (if anyone has experience of taming it under win7, I will be very grateful).
