Address verification in Skrill/Upwork if you live outside the place of registration - how?
Skrill/Upwork may require verification, which consists of two parts - proof of passport and proof of address.
With the first, everything is clear - you upload your passport, you're done.
With the second one, there is a difficulty if you live in a rented apartment - bills and everything like that come, but the last name is not mine, but the person who actually owns the apartment.
It is impossible to confirm the address at the place of registration, this is a village in the Smolensk region, where I have never really been, there is no housing either, as well as receipts.
What are the options for verifying the address in such a situation?

I would ask this question in those. support. I had a similar experience when an account was a candidate for a permanent ban. I corresponded with support for 2 months, sent documents, scans, and they all rejected without explanation. As a result, it all pissed me off, I wrote them an angry letter and received the reason for the refusal to verify. It was like this - the name / surname of the account does not match the details on the payment order. After talking again with technical support and explaining that it is, as it were, logical that I am not the owner of the living space, but my parents - they verified my account. As you can see, my situation is simpler. The main thing is to get an answer from them to your question. Good luck!
Well, what should I teach you to use Photoshop to replace one word in the bill?
