Address book with a web interface?

There is such a task: you need to make an address book with a web interface, with the ability to add contacts by users, the ability to search and filter by categories of the contacts themselves (name, address, phone number, etc.), as well as the ability to send letters to these contacts. I considered the leadertask and exaland assistant programs, but they do not have the possibility of a web interface, which is unacceptable. Tell me, what software to pay attention to? The option of "light" CRM is allowed, but not preferred. you don't need an organizer, but just an address book with a user-friendly interface.
