Adding virtualhosts to ubuntu/debian?

Who uses what to add virtual hosts to ubuntu/debian? Do you mean creating files according to some template that should be in /etc/apache2/sites-enabled/domain.conf? There should be a tool that can automate the process. I'm too lazy to write myself, I'm sure there are ready-made ones.

If for the local machine where development is being carried out, then a couple of lines like ServerName and DocumentRoot are enough. The rest is taken from the default settings.
