Adding and editing products via API?

Greetings.
There is a text file with all the necessary product parameters + photo.
Is it possible to add/remove items by request?
I found the following APIs: Wordpress API///Wordpress REST API///WooCommerce REST API
Through which it is possible to add/remove goods?
Or does this task require plugins?

Rest Api is ideal for this, in this case, of course, it is better to use the WC REST API, but everything that you have listed is possible.
