Intended use - shooting while parachuting, hence
the possibility of mounting on the arm is very desirable.
Moisture protection is not particularly required, although I will not refuse.
I understand that with such a HD budget, it’s stupid to wait, well, so that at least it doesn’t float.
I could not unambiguously form opinions, tk. The opposite is written about the same models on different sites.

As an option:
I use this one:

HD Wing Camera 1280x720p 30fps 5MP CMOS I put it on a quadrocopter, the video quality is tolerable.
For jumping with prachute, it’s even better (jumped, I know). The issue of fastening is solved with a piece of adhesive tape very reliably. Weight 30gr. The cost is only about $40 with shipping.
If this quality is not enough, there is a more expensive option (about $100) - HD Wing Camera II - Full HD 1920x1080P 30FPS

It seems to me easier to rent it somewhere, well, or find a friend.
Since all cheap cameras on the move will make such soap, with your budget you will not be able to buy any sane camera for such active shooting.

If you are ready to get confused with the mount yourself, then literally strangle the toad a little, then take the GoPro Hero 3 Silver for $170 , and the battery for it for $10 . I just arrived - everything is fine :) ...

Sony HDR-AS15 without accessories. and for a parachute, the camera built into the glasses is best, there are shortcomings there is little recording time, but since the jump itself is 1-4 minutes, the 25-minute limit does not play a role :)
