Accessing a remote webcam on a laptop

Given:
a remote laptop with a webcam under windows.
local computer on the same windows.
There is a VPN between them.
XSplit Broadcaster is installed on the local computer to broadcast video.
You can add a camera to XSplit via rtsp broadcast or via the standard windows interface to access video devices such as webcams and TV tuners.

Required:
In addition to the webcam on the local computer, add a remote webcam to the sources. So that two people can be seen in the broadcast.

Tried to get RTSP on VLC.
VLC itself shows the picture, but another VLC and XSplit cannot connect to it even within the localhost, not to mention working via VPN.
Maybe there is some software that allows you to present a remote camera as a local one?

Please do not offer a Skype call with video and select it as an area for broadcasting. These are the wildest crutches and the burden on the system.

Personally, I managed to get vlc to work. Key points:
- when choosing a protocol, you need to click the "Add" button
- set the framerate and stream in encoding (I had zeros)
- set the checkbox to broadcast all elementary streams
- increase ttl for network transmission
I don’t know how common this is, but it doesn't broadcast me without encoding the stream, and if you turn on local playback, then instead of the video there is a frozen frame, although there is live video on the remote player.

I remember I tried to use www.oovoo.com/home.aspx
for video chats, it’s free, it eats less than Skype, but I can’t say for sure whether it’s suitable for you or not.
