The whole point of the letter is: due to US sanctions against Russia, free access to GeoLite2 is being closed to me.

I'm trying to create another account through VPN and specify a different country. Does not give. VPN fires and asks to turn it off. This organization can hardly be fooled with a proxy.

Since this started, can someone for having access make a service for distributing the base?
Or maybe it already exists somewhere?

A year ago, MaxMind began distributing this database only to registered users. But the user can transfer it to third parties without restrictions.

Here's what I did.
MaxMind does not allow you to make a new account from Russian IP and any VPN services, its servers, etc. In this regard, you can hardly deceive him. He knows 100% to whom and to which organization any IP belongs.
Therefore, do not try to register even from those services that claim that they bypass VPN blocks from sites. Just waste your money.
I found a man abroad. And asked him to register there. The registration process is simple. You need to fill out the form and click the Submit button. Further, all instructions will be sent to the email specified during registration.
A person in his country entered the data and indicated my Email . That was the end of his functions. Name, organization - can be random. The country is preferably the one from which the account is registered.
Then I received an email with an activation link and through VPN on my server in Amsterdam and successfully completed the registration.
Email used from Google. I think it's better not to use ru emails. In the future, it is better not to enter the account without VPN.
