Access to Apple ID for apps from the App Store?

Can any app access my Apple ID ([email protected]) and name/payment details? In the materials about Privacy from Apple, it is somehow incomprehensibly explained.

Let me explain with an example. Suppose I bought the text editor MegaUberNotepad from the Rog and Hoof company in the App Store. The description of the application states that it has access to the UserID and my contact details, as well as sending diagnostics. Does this mean that:
1) Horns and Hooves see that the installation number 12345678 was carried out by the user [email protected])?
2) does the application itself see my [email protected]? And also the name associated with this account
3) does Roga i Hopyta see that the payment for the application for installation 12345678 was made by Vasisualy Vasilyev, a subscriber of Penkov Bank?

The user's Apple ID and email will not be available unless he explicitly allows it
. No one ever transfers card data to anyone, for this there is PCI DSS , all sites must comply with it /applications/organizations receiving the user's card data.
