Access denied to ssh. What to do?

Hello.
Guys. Everything was fine, but there is a problem.
Ssh access via putty stopped working. By root password.
And I didn't do anything. And at the same time, I can easily connect to the server using winscp using this password.
What to do? Manuals on the Internet only deny access, but do not allow.
One manual says that you need to change PermitRootLogin no But I don't have that!

Set up ssh on the server normally. Enter by key. And disable entry under the root.
This is how it's done right.
