How can I receive payments from cards and Paypal in foreign currency to my Russian account if I launch a small (hopefully so far) online service?

Paypal accepts payments even to an individual account - it will be an alternative payment method.
If you really have SaaS, it's strange that you didn't pass Paddle moderation, because this service is for selling software.
