About publishing maps online?

I am engaged in geodetic activities and as a result of this activity, topographic material has accumulated over many years. Based on it, I would like to make a map (gis) and publish it on the Internet.
I read forums on the topic of legitimacy for a long time and hard, but questions remained.
Initial data:
- topographic survey 1:500 (as a result of survey and executive surveys)
- license for geodetic activities (although canceled, but the validity period has not expired)
Data for publication:
- Maximum approximation: 1:2000
- Coordinate system: fictitious ( without height marks)
- Objects: buildings (number of floors), roads (type of coverage), rivers (without characteristics), lakes (without characteristics), forests (without characteristics
)
— Names of water bodies (rivers, lakes)
— Names of streets, alleys, etc.
— Addresses of buildings and structures
— Designation of objects (School, Shop, Kindergarten, Residential building, etc.) Address data taken from the KLADR /FIAS
database ; inspection of objects. Questions: 1) Do I need a license for cartographic activity and map registration? 2) Does the information for publication contradict the letters of the law? (in particular, the scale, type of roads, number of storeys of buildings)? (Order of Roskartografiya dated December 14, 2000 N 181-pr “On approval and implementation of the List of terrain objects prohibited for public publication”)

3) To complete the punishment, I lack some places. Can I buy from other geodetic offices of their operating time (500tku) in terms of the law?
4) Can I get copyright for this case and for what exactly?

Contact a lawyer.
The initial consultation is often free. Since your question is not a typical one, they will ask you for some money for digging up laws and preparing a certificate. But not on the first date.
And the cost of such a certificate is usually within reason.
