Abnormal load on cpu. What is the problem?

Abnormal load on 1 of the processors. htop shows a load of 85% on the core, and after restarting a process that consumes 10%, the load does not drop.
10% uses HLDS(cs server) and 10% ihttpd_safe(ispmanager 5 lite)
HLDS is tied to the problematic kernel, but after a reboot, the load of 85% does not drop.
There is no more load.
32gb ram, e3-1240v3, 2x1tb hdd, raid 1
The load appeared after problems with ispmanager. (I had to reinstall, but the key did not accept, after the ispsystems support rummaged around on the server, the load appeared)

UPD: If it grows the load on the server is the same on the core, do you think a reboot will help to remove the abnormal 60-70%?

Are there any errors in the hlds logs? (not familiar with hlds)
