A web service with monetization uses a module released under GPLv3, does it need to open source?

In short, it is planned to build a service using neo4j , the free version of which is distributed under GPLv3.
And so the question actually consists in, whether it will be necessary to open source codes of service?
Google seems to say no, and the price list seems to say: "Can be used with closed source software: Yes, except OEM". But I would like confirmation from people in the know.
PS: I respect the work of the creators of neo4j, but paying 500 US rubles for a database for a small and rather risky startup is too much.

Sources should be transferred during distribution. That is, if you sell or otherwise distribute your program, made using a library licensed in this way, you must transfer the sources to the new owner, include them in the distribution, etc.
In this case, there is no distribution. You are using the program, not distributing it. Thus, you are not obliged to transfer its source codes to someone.
There are no restrictions on the purposes of use, including commercial or non-commercial, in this license.
