A tooltip that follows the cursor. How to setup?

In general, I learned to create a template on Joomla. I did everything according to the instructions of the uncle from the Internet: I wrote a simple site, made a template out of it, installed it on Joom - it all worked. Began to check the resulting for the presence of contingencies.
When I clicked on the link "Forgot your login (password)?" - in the page that opened, I was waiting for an incomprehensible tooltip that moves behind the cursor when hovering over "Email address *"

I tried to solve the problem myself.
I rummaged through the Joomla folders / files - I found where the variable with the text of the pop-up message is stored, found out that it seems to be called description , along the way I learned PHP, but here is where the css-file is stored, which is responsible for the appearance of this pop-up shnyaga- the couple did not find
QUESTIONS:
1. Actually, how to set up the style of the shnyaga described above and where is it generally stored?
2. Can anyone advise a normal site on the insides of Joomla? Telling how it works, how to work with module codes, etc. Otherwise, I only come across video tutorials for degenerates.

Do not just water me for using Joomla. I've been doing all this not so long ago and I'm still young :D

You, of course, excuse me, but the style of your question is rubbish. Where did you learn to communicate like that on normal resources? Or is this your official style?
