A site using Cloudflare does not open from the Russian Federation. What to do?

I ran into a problem: users from the Russian Federation complain that they cannot access the site. I suspect that the reason is that the Cloudflare IP got into the block list of the RKN. When checking, I found that he got there back in 2016/2017. But so far, users have not complained. And now, not everyone is complaining.

And at the same time, while I'm waiting for a response from Cloudflare support, perhaps someone has encountered a similar problem. As I understand it, they will refuse to change the IP address and will offer to switch to a Business plan with a dedicated pool of IP addresses.
Alternatively, try creating a new account? But there the IP is attached to the domain, it seems like forever, because. I read that people even through VPN made new accounts and still got the same IP address when adding a domain.

Yes, they will refuse to change the IP address and offer to switch to Business. Therefore, the decision to switch to a paid tariff. And IP-addresses on free ones are quite massive in the ILV registry.
