A program to manage two windows at the same time?

Hello dear members of the forum, today I found a Vitrite program that can change the transparency of any Windows window, but is there a program that makes it possible to manage two Windows windows at the same time? After all, if the front window is translucent, then some scenarios for using two programs at the same time become possible.

That is: when you click on the front window (which is a full screen application only with transparency for example 50%), the click in the same place on the screen is transferred to the application in the background, when you press any button on the keyboard it is transferred to both applications at the same time etc.

As I understand it, this question is more of an academic than an applied one)
Yes, you can make a program that will have a hook for pressing the keys and the mouse and will emulate events on the background form. But it seems to me that this will go against the principles of usability.
