Task Scheduler - very simple - when you change the meal plan - execute the program. Why third-party software is needed for this is unclear.

xStarter has a start mode "by event", where you can select the type of event - NT event, Windows Event, and filter by message type and text. If you look in the Event Log and find atm power loss records, then you can use them to catch this event and perform any action in xStarter, fortunately, the scheduler is very powerful.

On Linux, you can get by with a bash script that would hang in the background, check the battery status periodically and send SMS in the event of a power outage.
