A program for organizing a FAQ'a?

There is a need to structure information (FAQ) for internal use. You need a program, not a web engine. I would like to have extensive categorization and the ability to assign tags.
Is there something similar? and so far only crafts on Delphi 200kb each found :)

Any tree editor or editor with a wiki-like structure will do.
From tree-like ones, I can advise KeepNote , from wiki-like ones - Tomboy .
Although these are not specialized programs for maintaining a FAQ, they will do the job quite well.
And their versatility will allow them to be used for other purposes.
