I don't quite understand what exactly you want.
By tags and text, you seem to want a program like figma, but for 3d.
If you need a program for 3D modeling, then you can consider using Blender or Maya
If you need a program for non-artistic 3D modeling, then Fusion360

In general, the layout of the prototype is easy to draw in Fusion360, the free version has everything for this. Guyver has a long video on YouTube on how to use it for beginners
