A license plate recognition library?

Tell me if there is a library in nature (ideally OpenSource [possibly requiring improvements], but it can also be commercial) for recognizing license plates? You need to recognize numbers at standing cars (near the barrier) from a convenient angle.
I found a bunch of ready-made systems on Google, but it’s completely unclear if they have any API that allows you to get a recognized car number. Almost everyone writes numbers to the database, but the idea of ​​\u200b\u200bmonitoring the database constantly for new records is not to my liking from the point of view of architecture.
