A Knowledge Base system with a clear and convenient structure?

I was puzzled by the search for KB for the internal needs of the company's employees, but also for customers too (we will probably put 2 copies). We rummaged through the entire Internet, did not find anything suitable for 100%.
I really liked the look of www.kbpublisher.com/kb/ - however, there is no way to buy it from an organization, because they are not represented in Russia, and buying from a private person is expensive. Therefore, I ask you to recommend a free or more or less adequate price (200 bucks) KB of the same type. The only more or less acceptable thing that I found myself demo.68kb.com/index.php , but still not what we would like.
I would like a tree-like menu on the left, the ability to comment directly on the article pages, an authorization system not only for admins, but also for users, open source. Although with open source it is possible to wind up global authorization, so it is not so important for users.

We decided to use Mediawiki. We tested it, in principle, it is easy to set up, but we realized that there is not enough functionality for a clear organization, it does not fit our requirements. Began to look for other options.

The installation is very simple, it installs on your server (no additional plugin download). Includes a perpetual license and a year of technical support and maintenance for free.
We use this database to share knowledge within the company, and have also organized a high-quality customer support service.
