A face recognition system for an unusual task?

The next task is to understand from the video that a person is standing in front of the system. But do not react to randomly passing people. Tell me what is better to use? And in general how to approach the task?
Does kinect have such functionality? (maybe just buy kinects) what is kinect'a api?

An ordinary webcam can cope with your task.
How far can a person stand from the camera? Do you need to capture the whole person in the frame or just the face?
