A button with a blurry background around it?

Hello, I'm not a professional. How to make the background around the button blur when you hover over a button (button for Blogger)? I don't yet know the technology needed to accomplish this task, so any help would be greatly appreciated.

most likely not. you can only blur a whole block through the blur filter
