403 You don't have permission to access / on this server

I copied the site from one hosting to another, configured in hosts for my machine the transition to a new ip of the new hosting from the old address, now I got 403
It seems that public_html has rights 755, if I add the index.php file, then everything works. What could be the problem?

It looks like you didn't copy the entire site since the index.php file is missing.
To transfer the site, it is better to use the Bitrix backup and restore.php ( https://dev.1c-bitrix.ru/learning/course/?COURSE_I... )
