403 Forbidden dokuwiki?

Good, I wanted to raise the doc wiki on ubuntu server 14, I found the instruction , I did it
apt-get install dokuwiki
useful to search /etc/apache2/conf.d/dokuwiki.conf, of course I didn’t find it, after executing:

~# whereis dokuwiki.conf
dokuwiki: /etc/dokuwiki /usr/share/dokuwiki

rummaged, found @dokuwiki.conf , well, it seems to be. I corrected the slash, restarted anache , and climbed from a remote computer to 192.168.2.6/dokuwiki/install.php
and it won't let me in. Error: You don't have permission to access /dokuwiki/install.php on this server.
Actually there are two questions. Is it true that I found the conf file for editing and the second question. How can I still access this page and dokuWiki from outside (inside the network) ??? I can’t log in from the localhost, I didn’t raise Xs, I’m sitting with ssh under the root (scoundrel).

I know that it's not right to do this, but still - this will help you:
chmod 777 -R ./dokuwiki
The error is due to the fact that Apache cannot read the file.
To work with DokuWiki, you need to give Apache permission to modify files.
