2 open servers on the same system, on two different local drives. 1 gives 403, and the other does not why?

Hello everyone. It costs windows 10 pro 1909 64-bit, open server 5.2.2, Appache-2.4, PHP-5.5, MYSQL-5.6 , one is located on the ssd drive C:\Users\lunse\OneDrive\Documents\MyWebWorks, the other is on the HDD drive D :\backup\MyWebWorks\OSPanel. Previously, it worked purely on the first ssd, the second was a backup from the old system, both have identical settings. Yesterday (03/08/2020) I launched Open Server, I got a message saying that you are running openserver for the first time, you need to install the runtime and vs c++ libraries , installed it, restarted the computer, (this happened before, but everything worked) and this error started coming out You don't have permission to access /openserver/phpmyadmin/index.php on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request. error log here [

On the second one I launched a message about the libraries, but did not install it, and everything works. Deleted yesterday's libraries, still the same error remained. I read in the forums they wrote that everything is connected with an ssl certificate, but I did not find a clear answer for the solution. How to fix it, what's wrong?
