1C-Bitrix, why is the discount not applied selectively to some products?

Good afternoon, I can not figure out why the discount is not applied to all products.
Bitrix Small business. There is only one discount.
I create a discount for a product, a group of products.
the site is selected correctly.
I choose a section. The rest of the settings remain standard.

Then I look at the site: 1 product from this category with a discount, 2 products without a discount. Settings and sections are all the same. Moreover, if I enter the discount and choose only this product, it still does not apply.

If I create a new product in this section, the discount does not apply to it either.

Why is this happening?
