1c-bitrix element property is not active when creating a product, how to solve the problem?

when binding a property to a product catalog, the property entry window becomes inactive.

if you mean that when filling out a product from the site, you cannot change the "binding to an element/section" property, then this is the normal behavior of the system if the user does not have the necessary rights.
use a number/string type property instead and filter the list of products in the desired component by it.
