Are there apps or built-in features for iPhone and Android to display the owner's contact details on a locked phone?

I ran into a situation here - a friend forgot her iPhone in the subway. Fortunately, the lady who found him found another friend of hers on VKontakte by the name displayed in the incoming messages displayed on the lock screen and handed over the phone to us. I wonder if there are any built-in tools or applications designed specifically for this and allowing the finder to identify the owner without outside help. For example, many bags have a special pocket for a business card with the owner's contacts - I would like to use a similar tool for phones, suitable for those who carry a phone without a case.

On iPhone, you can turn on iCloud Lost Mode and display a contact phone number on the lock screen. Minus - that you need an internet connection
