Which version is better: responsive or desktop + mobile?

I can’t stop and decide how best to organize the work of the site, just on an adaptive layout or make a separate mobile version and a desktop version?

I actually understand that adaptive is better - but the mobile and desktop versions have completely different headers in terms of layout - therefore, in the html code there are two versions of them and in css one is hidden, and the second is shown depending on the resolution.
As a result, for mobile devices whose Internet may not be fast (3G), the difference is 32% (this is the weight of HTML, the weight of CSS does not change much - 1.6 Kb for the full version and 1.5 Kb for mobile
) images - of course, this difference is not significant, but still, maybe there is a sense in the division?
Or is adaptive better because I can send a link and it will always open on different devices in accordance with their type, and is this more important?
